Emergency Manager says three Detroit City Council seats will remain vacant

City charter requires vacancies be filled, but emergency manager has sweeping powers
DETROIT, MI -- Emergency Manager Kevyn Orr ordered Monday that City Council will continue to operate with just six members though the rest of the year. Two members of the council have resigned and a third has been stripped by Orr of his pay and duties after failing to come to work for weeks.
