KALAMAZOO, MI -- When cost estimates to consolidate Kalamazoo County's 911 dispatch centers came out last fall, one number became an immediate hang-up. A $3 monthly surcharge on phones and all other electronic devices capable of contacting 911 proposed by a consultant "ain't happening," Kalamazoo County Administrator Peter Battani said recently.
