A six-month moratorium on "internally illuminated off-premises signs" would allow Kalamazoo city staff to study LED billboards and recommend changes to the city's zoning ordinance that address size, brightness, "sequencing of changing copy" and where those signs should be located, City Planner Andrea Augustine said in a memo to city commissioners.
