KALAMAZOO, MI -- Kalamazoo Public Safety Chief Jeff Hadley says he's surprised by a new study that says African-Americans in Kalamazoo County are 8.5 times more likely than whites to be arrested for possession of marijuana, despite studies that show little racial difference in use of pot.
