LANSING - As the $50.9-billion state budget winds its way through the state Legislature, there are areas of agreement with Gov. Rick Snyder's spending plan and some big areas of contention. The House of Representatives approved the two omnibus budgets Wednesday: one covering all of the education-related fiscal plans, and the other dealing with the rest of the state government.
