JOSEPH - Federal programs that provide surplus military armored vehicles and other equipment to police agencies fill an important need and should continue, Berrien County Sheriff Paul Bailey said. The department's tactical team has long used armored vehicles in situations involving barricaded gunmen, hostages, and serving warrants in drug cases when shooting is likely.
