WASHINGTON, D.C. - U.S. Rep. Fred Upton voted in favor of a bipartisan budget that will greatly reduce the risk of another government shutdown in January. Under $85 billion deal, which Democrats and Republicans passed 332 to 94, funding would be restored to $63 million of the automatic across-the-board cuts that are due to take effect as a result of the automatic "sequester."
